As the war between Ukraine and Russia wages on, many around the world view Putin’s attack as a completely unprovoked power-grab to gain access to Ukraine’s resources. According to reports, Russia believes that the presence of “dual-research” biological laboratories in Ukraine—and the entities who control them—bring a threat to Russia, all of Europe, America, and the planet. The concept of biological weapons laboratories, specifically in Ukraine, is not as far-fetched as the mainstream media would like to portray. The development of “weapon of mass destruction” has been around for centuries, ultimately becoming what we now know as biological weapons.
Ancient Biowarfare. Bioweapons have been around for centuries. An encompassing definition, the earliest known uses of bioweapons were the Romans, who drew their inspiration from the story of “Heracles’ toxic arrows dipped in the blood of Hydra1.” “Toxic gas” was recorded used for warfare in China in 1000 BC. In 1347, Mongol forces catapulted the deceased bodies of plague victims over the walls at the Black Sea port of Caffa, which located in the modern Feodosiya, Ukraine2. Throughout the years, many further iterations would arise, including the use of fleas and ticks to flush out troops. As biological weapons evolved, so did the methods of execution used to distribute toxins to enemies. In World War I, also known as the Chemist’s War3 mustard gas was used, often times without reliable protection for the troops who used it. What was later realized is that biological warfare was too dangerous to our species to conduct in any form. For this reason, its development and manufacturing were halted globally. Yet biological research continues using the same pathogens, under the context of “prevention,” without intent to create weapons. However, the provisions written into the formal restriction of bioweapon development, do not include international inspections of biological research facilities, leaving each participating nation to comply and enforce this agreement on their own. Behind the scenes, each country has devised their own approach to this agreement. Although all parties have agreed to not manufacture dangerous biological weapons, the research often parallels the procurement of offensive agents which can be manipulated and stabilized for use in biowarfare. The phrase “dual-purpose research,” describes information which is capable of being used both defensively and offensively.
Ukrainian Bioweapons. The history of biological weapons in Ukraine can be traced back to the days of the Soviet Union. Dating back to the 1970’s the Soviet Union had a history in global negotiations concerning their biological weapons programs, including those funded by the United States. Despite their reluctance, the Soviet Union agreed to sign the treaty, moving their development of biological weapons to covert production. In the end, the Soviet Union was discovered to hold the largest arsenal of biological weapons on Earth, working for decades under the guise of adherence to the agreement.
U.S. Influence. Upon the fall of the USSR, the U.S. government took it upon themselves to donate a significant sum of USD without consent of the taxpayers, to begin the funding of former Soviet bio-labs, including Ukrainian biological weapons programs, and its scientists. The decision was made on behalf of the American populous, and has contributed since to Ukraine’s research, development, construction, future programs, and western influence. The reallocation of U.S. tax dollars has consistently funded these projects for decades. No matter our nation’s economic state, the United States Department of Defense upheld their commitment to fund the advancement of control of Ukraine’s biological research. International perception from other countries viewed the U.S. and Ukraine to be working as covert partners, participating in dual-purpose research through Ukraine’s government to sway dissent back to political influence. Yet the United States federal government states that there are “no biological weapons labs in Ukraine4,5,6,7.,8” As investigative journalist I.F. Stone said, “all governments lie.” That unmistakably includes the U.S. government, which consistently aims to deceive both their own citizens and international allies using the suppression of factual information through Big Tech and American mainstream media.
American bioweapons. In the modern age, America is well versed in pathogenic research. On September 20th, to September 27th 1950 the U.S. federal government conducted “Operation Sea-Spray” which sprayed a pathogenic aerosol consisting of Serratia marcescens9 across San Fransisco. Although this bacteria was considered harmless, the experiment unintentionally killed one resident, sending many others to hospitals10. In New York in 1966 “harmless bacteria” was placed on subway tracks by dropping lightbulbs filled with the substance. It is secret bioweapon tests like these that produce a distrust in the public, the ones who fund their operations. If the American government can test “harmless bioweapons” on the American public, could they also be capable of conducting biological weapons research, development, and experiments outside of America? The information collected within this report provides evidence which display the American government’s involvement, investments, and their public dismissal of its existence. Who exactly is involved, and what horrifying revelations are they trying to cover up?

Part I: Soviet Biological Weapons
1930’s
During the 1930’s the first Soviet facility used for biological warfare research was established, the Leningrad Military Academy. There, Soviet researchers studied the weaponization of typhus. Soon after, Solovetsky Island would become the Soviet Union’s second bioweapons site, where researchers would focus their research on the weaponization of plague. As documented by Ken Alibek in his firsthand account, “Biohazard,” Soviet Bioweapon research has an extensive history which clearly did not end during the collapse of the Soviet Union. The United States began influencing Soviet Bioweapons researchers to cooperate with their further development, in many facilities which still exist in a fully operational state today. These facilities have been secured and funded by the U.S. Department of Defense (DoD), picking up where the Soviet Union’s bioweapon research left off, during the fall of the USSR, when their program was defunded and the information dispersed throughout the world, and in other cases, sold to the highest bidder
1943 –
Fort Detrick
In 1943 Fort Detrick was established. It would become the United States’ military headquarters for biological weapons development and experimentation until its conversion in 1969. Fort Detrick was the first U.S. biological weapons facility discovered and known of internationally. According to official military reports, Fort Detrick gave up all biological weapons research after 1969, switching to “biological defense research,” a phrase with an eerily similar correlation. Today, Fort Detrick is a home to America’s biological defense programs, and host to many secured pathogenic contagions. In 2019, the Fort Detrick biological research facility was placed on hold following the CDC’s reasoning of a threat to “national security,”11,12.
1947 –
In 1947, the Soviet Union established its first dedicated smallpox weapons facility, outside Zagorsk (Sergiyev Posad). There, scientists used eggs to host the virus, injecting microscopic amounts of smallpox, then sealing the hole with paraffin and incubated, encouraging the virus to inhabit living cells, become animate, and begin replicating. After the eggs were fully consumed by the virus, its contents were poured through holes in the eggs, and collected in vats, where it would be weaponized. This was a consistent process of strategic maintenance which needed to compete against the one-year lifespan given to the potency of the Soviet Union’s smallpox biological weapons. In addition, the Soviet Union smallpox facility had to provide cover for the demand for a mass quantity of eggs which were needed in order to conduct their research.
1967 –
In 1967 Marburg was first discovered in Marburg, Germany13. Marburg is an extremely contagious and deadly hemorrhagic fever, only needing as few as three particles of the Marburg virus to infect a host. According to the reports from Soviet scientists, Marburg destroys our natural coagulation process, slowly liquifying internal organs, until blood pools from orifices in the body.
The Center for Disease Control and Prevention (CDC) states the source of Marburg are asymptomatic African fruit bats. Primates and humans are susceptible to the Marburg virus, and infections are warned by the CDC to cause “high mortality.” The CDC states that further studies are needed to understand all possible origins of the Marburg virus.

Primates (including people) can become infected with Marburg virus, and may develop serious disease with high mortality. Further study is needed to determine if other species may also host the virus.”

1972 –
1972 Biological and Toxin Weapons Convention (BTWC)
In the 1970’s the USSR’s coordinated network of biological weapons research relied on both government and non-government entities. In an effort to reduce the threat of biological warfare, the Soviet Union was urged to sign an agreement which would result in the destruction of any bioweapons. On April 10th, 1972, the Soviet Union agreed, signing the 1972 Biological and Toxin Weapons Convention14 (BTWC). The BTWC prevents all participating nations from the stockpiling of bacteriological (biological) and toxin weapons, and enforced their destruction.
In 1975, the Biological and Toxin Weapons Convention (BTWC) was officially entered into force. A global alliance of trust is invoked throughout the world, which all participating governments officially confirm to adhere by.

1973 –
Biopreparat
Despite the Soviet Union’s unwilling compliance to their own commitment to a global bioweapon prohibition, work began, which was conducted in secret, as scientists continued the development of biological weapons. The network would be so secret, it would receive its own branch. Biopreparat was born.

In 1973, the Soviet Union created a covert agency called “Biopreparat,” or ‘Biological Preparation.’ This agency consisted of a network of both civilians and state officials, which together comprised of over 30,000 individuals. The collaborative effort produced a variety of groundbreaking results, employing many knowledgeable scientists. A race against time for many researchers wishing to make a name for themselves, Biopreparat’s mandated cutoff age for personnel was 55 years-old. At this age, its scientists were forced into retirement, leaving biological weapons research behind forever.
Biopreparat’s research allowed for the rapid development of mass quantities of dangerous pathogens, including antibiotic resistant anthrax, plague, and smallpox, with intent for use as offensive biological weaponry, against ideologically different countries, including the United States. Largely existing through a Soviet civilian network, Biopreparat functioned as a combined, and unified effort. From each member’s unwavering commitment to both the Soviet Union and Biopreparat, came the manifestation of the world’s largest anthrax production facility in the now modern Stepnorgorsk, Kazakhstan. Altogether, as a result of their total omission to the Biological and Toxin Weapons Convention of 1972, the USSR is responsible for manufacturing and stockpiling the world’s largest offensive Biological Weapons arsenal, with more capability for destruction than anywhere on earth.
1974 –
Vector
In 1974, Vector, a viral research facility was established to weaponize Marburg. The facility was created so rapidly for weaponized research that an on-hand antiserum was not yet available to the scientists, requiring the substance to be shipped in the event of an accident. The Soviet Vector research facility was so successful, it still remains in a functional state today15.
Marburg proved to be a challenging virus to weaponize for many working on the assignment. In the end, one person alone would successfully develop a new, more deadly, strain of Marburg which could be used for offensive biowarfare. Nikolai Ustinov would prick his thumb while injecting animals after a technician bumped into him. Taking two days to receive the antiserum, the Marburg virus began to multiply and mutate from inside of the host. By the time Ustinov received the antiserum it was too late. In the end, Ustinov succumbed to the fate of his own strain of Marburg. Despite Ustinov’s agonizing death, his body created what would become an even stronger and more stable form of the virus which Biopreparat would weaponize. The previous strain of Marburg was destroyed and was replaced by. In his honor, the new variant would be named “Variant U.”
Another biological commodity during the 1970’s was smallpox. Smallpox was so valuable that the Soviet Union commanded Biopreparat to maintain an annual stockpile of twenty tons. Researchers described the pressure of needing to meet the governments quota, as smallpox degrades over time. Vector would see success in it’s Smallpox research, becoming one of today’s only facilities which contain the virus.
1979 –
Anthrax Leak of Szverdlovsk
On Friday March 30th, 1979 Anthrax 836 leaked from Biopreparat’s Compound 19 in Kazakhstan, as a result of a missing filter, which was left exposed after being removed due to a clog16. At the end of the day, the technicians and researchers went home without checking the laboratory notes. Instead, a note was left which read “Filter clogged so I’ve removed it. Replacement necessary.” As a result, 105 died of anthrax poisoning, although thousands were claimed to have died, through western media [official report]. This including workers in a factory across the street, who died as a result of the anthrax’s proximity. The events were reported by independent Soviet media. As a result, U.S. media picked up the story and began investigating into the lab leak. This was not the first time Biopreparat had an accidental misfortune. In response, Sverdlovsk residents received an official public cover-up statement which read, the 105 deaths were caused by “contaminated meat.”
On June 12th, 1980 a statement published by Soviet TACC [TASS] read, “natural outbreak of anthrax among domestic animals.” This lie would later be channeled and reiterated for years throughout western media. It wouldn’t be until 1992 that America would begin to learn the horrifying truth, from defected former Soviet bioweapons scientist, Dr. Ken Alibek.
1980 –
In 1980, a new U.S. federal health agency was established by Congress, deemed the Agency for Toxic Substances and Disease Registry (ATSDR)17. Since 1986, the ATSDR has been required by law inspect and surveil each facility listed on the Environmental Protection Agency’s (EPA) “National Priorities List”.
“As the first step in the evaluation, ATSDR scientists review environmental data to see how much contamination is at a site, where it is, and how people might come into contact with it.”
“Generally, rather than collecting its own environmental sampling data, ATSDR reviews information provided by EPA, other government agencies, businesses, and the public. When there is not enough environmental information available, the report will indicate what further sampling data are needed.”
On May 8th, 1980, the World Health Organization (WHO) rejoiced, announcing smallpox had been globally eradicated18. Despite the relief felt from citizens around the world, it was the Soviet Union which viewed the announcement as a military opportunity, adding smallpox to the list of bioweapons for the Five-Year-Plan to overhaul their existing arsenal through Biopreparat’s facilities between 1981-1985.
In 1981, Kremlin began its development of a more deadly agent using their existing smallpox virus. Soviet scientists used eggs to “bring the virus to life,” using the contents to form highly potent strains of smallpox, which effectiveness could remain up to one year.
Every April throughout the 1980’s Ken Alibek describes spending four to five months on “Rebirth Island,” now Vozrozhdeniya Island, testing biological weapons. This island was chosen due to its remote location, and as Alibek stated, there were no permanent residents. As biological research facilities progressed in their form, an addition their construction was adding: the removal of surrounding vegetation as a preventative measure in the case of an outbreak, in addition to opening up the laboratory’s point of view against potential invaders.
1987 –
Weaponization of Smallpox
In 1987, Vector began another overhaul to their research, this time into smallpox, increasing it’s capacity for use as an offensive biological weapon. For decades Smallpox research continued, progressing in detail, until present day. In modern times, the facility holds the half of the world’s smallpox research, being one of the only two biological laboratories acknowledged by the World Health Organization (WHO) to undergo the diagnosis of such infections.
Vector’s website states the facility is “one of the two WHO Collaborating Centers for the Diagnosis of Orthopoxvirus Infections and a museum of smallpox virus strains and DNA of the smallpox virus has been operating on the basis of the Vector State Research Center for The World”
1989 –
In 1989, a new and more potent and strain of stable Marburg, invented by Ustinov, who unwillingly hosted the viral mutation, incubating the virus in himself. The new strain, “Variant U” was ready for both defensive and offensive weaponization. One year later in 1990, Variant U would be brought before the Soviet Union’s Ministry of Defense for official approval.
Bonfire Project
During 1989, Biopreparat decided to elevate their biological weapons research to the next level. Scientists sought to create “invisible weapons” using the properties which occur naturally inside the body, to alter its natural function, resulting in extermination. Through this method the destruction of the subject would appear to have happen naturally, without offering any evidence of artificial involvement. Then, an advancement was reached. Researchers discovered that artificially increasing peptides produced all sorts of complicated symptoms including heart attack and death while leaving no trace of the origin. From this discovery, Bonfire project was created. Scientists researched the use of peptides to silently destroy an individual’s biological system while evading detection. Assassinations could now be produced with far greater precision, even eluding the more advanced post-mortem technologies.
In the city of Kirov, Biopreparat began using the techniques implemented in Biopreparat’s Bonfire project working to harness the power of plague. Their goal was to adjust the plague to remain stable enough to weaponize and stockpile in preparation for biological warfare. Although this research would never be completed before the fall of the Soviet Union, Biopreparat’s Ken Alibek describes the conditioning required to sustain the potency of the bacteria was discovered, allowing it to remain weaponized. Where the ingredients and instructions for Bonfire’s plague bioweapon research may exist today is unknown, beyond the minds of the individuals who engaged in that research.
First Biopreparat Scientist Defects
In 1989, Vladimir Pasechnik, defected from Biopreparat under authorization to visit Paris, France. His reasoning was the mandatory retirement from biological weapons research at the age of 55. There, Pasechnik sounded the alarm on the secret Soviet Union Biological Weapons Program which had by this time now amassed more biological weapons than any other nation on earth. The KGB employed every measure fathomable to discover the location of the defected scientist, even employing a secret psychic, which they declared proved successful. The United States and the United Kingdom both agreed with the Soviet Union to keep quiet about Biopreparat, in hopes the pressure of their knowledge would force them to cease operations.
Twelve years later, in 2001 Vladimir Pasechnik died mysteriously of a stroke. It wasn’t until 2018 his family would speak out against the cause of his strange and sudden death. Vladimir’s son, Nikita Pasechnik, believes that his father was poisoned, publicly calling for further investigation into his father’s demise. “There were many clots simultaneously,” Nikita adding, “Basically two-thirds of the brain was affected and the doctor said ‘It’s very unusual… It is strange.'” Similarly, Russian former double agent Sergei Skripal and his daughter Yulia were both poisoned [and survived] in March 2018 with a Soviet-made nerve agent “Novichok.” Also in 2018, Dawn Sturgess died from Novachok in Amesbury, Wiltshire, coming into contact through a perfume bottle. Her death is now being investigated in 2022, four years later19.
1990 –
Variant U.
In 1990, the new strain of weaponized Marburg, Variant U, was officially approved by the Ministry of Defense. It is a high probability under the circumstances in which it was created that Variant U still exists today, secured inside Vector Lab.
1991 –
The Fall of the Soviet Union
Upon the fall of the Soviet Union on December 25, 1991, all of the USSR’s resources began to collapse. As a result, Biopreparat was severely impacted by the collapse of the Soviet Union. Programs were cut, and many were unable to continue the decades of research that had accumulated. Beyond finances many described the dismay upon the collapse of the government in which they had worked so hard to secure. Many scientists and researchers defecting from the former Soviet Union for western nations. In response, countries from around the world swooped in to attain the secret Soviet research from the biological weapons program, raising global concern.
1992 –
Second Biopreparat Scientist Defects
In 1992, Russia abandoned Biopreparat and all of its funding. Following the collapse of the Soviet Union, scientists also felt they had lost the original motivation to defend their nation, as it had transformed into a new country, no longer ruled by Communism. That same year, another Soviet scientist Dr. Kanatjan Alibekov, made his decision, to defect from Biopreparat. He alerted a contact he had met during a visit to America through Biopreparat, where they unsuccessfully sought evidence of the U.S. military manufacturing of bioweapons. After receiving the support to defect to America, Kanatjan Alibekov would change his name to “Ken Alibek,” and provide full disclosure of Soviet secrets to U.S. intelligence. While many former-Soviets left behind would classify him as a traitor, Alibek felt that upon the fall of the Soviet Union, he had become a foreigner in his own country. surrounding his active participation in the former Soviet Union’s secret biological weapons program20,21. At first, only known as #2, Alibek spoke to government officials in reports22, before later conducting interviews with American media. One interview with PBS Alibek spoke on the 1979 Sverdlovsk anthrax leak, stating “it was a regular strain used to manufacture biological weapons.” which he verified was not antibiotic resistant23. He also wrote a closely documented account of his time as a top-level official in the Biopreparat facility. Today, Ken Alibek works at Locus Fermentation Solutions in Solon24.

“As far as I know, the intelligence community here in the United States and in Great Britain was 100% convinced that the Soviet Union had such a program. The problem was [that] there were some scientists, some consultants who believed that the Soviet Union didn’t have this program, and that the Soviet Union observed the treaty on banning biological weapons.”
“When we discuss such sensitive things, we cannot rely just on the opinion of a couple of scientists or even a group of scientists. This type of analysis should be conducted openly, using watch panels, very respected scientists and representatives of the intelligence community…..The intelligence community was absolutely right when it insisted that [the U.S.] had such a problem.”

Part II: US Influence
1994 –
On November 14th, 1994 former U.S. President Bill Clinton issued Executive Order 12938. This would formalize the danger of foriegn development of weapons of mass destruction, and includes the research and development biological weapons, nuclear weapons, and chemical weapons25. Four years later, in 1998 the Executive Order would be amended, alongside the development of the Defense Threat Reduction Agency (DTRA). These admendments included penalities for the trafficking of equipemtn which could contribute to foreign development of a germ warfare program.

1997 –
U.S. Begins Funding Former Soviet Bioweapon Laboratories
By 1997 the U.S. has become fully aware of the demand surrounding the former Soviet Union’s biological weapons research. For this reason, the U.S. began negotiations with Russia in response to Iran and other countries of concern seeking access to the decades of information and research. Increasing attempts for access began building in pressure to acquire both biological weapons, expertise, and materials to from former Soviet institutes, the United States began expanding its activities and provide tens of millions of dollars of funding.
The United States Government began directly funded both the dismantlement of Russian Bio-Labs, in addition to their “redirection of scientists toward peace civilian research.” This included partnering with the U.S. Department of Health and Human Services and the U.S. Department Agriculture. These funds, as described would be sent directly to the bank accounts of former Soviet scientists who were actively participating in biological weapon research, in an effort to control the output and distribution of that technology.

1998 –
Defense Threat Reduction Agency (DTRA) Established
On October 1, 1998, the Defense Threat Reduction Agency (DTRA) was formally established. The Defense Threat Reduction Agency (DTRA) is a sub-tier of the Department of Defense (DoD) with more than a dozen locations around the world. The DTRA is the only organization of the executive branch exclusively dedicated to countering weapons of mass destruction, located in Fort Belvoir, Virginia.
The Department of Defense began working—and funding biological work—with Ukraine in an attempt to reduce the national risk posed by the arsenal of unsecured weapons left upon the fall of the Soviet Union. Working in tandem with the government of Ukraine, the United States government contributed both finances and expertise to their nation’s weapons programs.
2000 –
United States General Accounting Office (GAO) Report on Former Soviet Bioweapons
The United States General Accounting Office (GAO) produced a report in April 2000, titled “BIOLOGICAL WEAPONS Effort to Reduce Former Soviet Threat Offers Benefits, Poses New Risks.” In this report the United States government describes their attempts to gain control of the former Soviet facilities

In addition, the report acknowledges “Vector,” one of the remaining facilties from Biopreparat which focused on Smallpox. Vector is cited as one of the only two facilities on earth which are authorized to conduct smallpox research.
- From 1994 – 1999 the U.S. spent $20 million dollars to fund “collaborative research projects”
- Since 1994, the International Science and Technology Center (ISTC) gifted direct deposits into project participants personal bank accounts, to encourage proper use of the funds.
- The primary interest since 1998 has been biotechnology research and development projects, including research on new vaccines.
- From 2000-2004, the executive branch planned to spend about $220 million to “further engage former” Soviet biological weapons institutes. Half of these funds would be used to personally redirect scientists’ influence and actions through direct deposits into their personal bank accounts.
“About 50 former Soviet biological weapons institutes continue to exist today.”

“In late 1997, in response to intensified attempts by Iran and other countries of proliferation concern to acquire biological weapons expertise and materials from former Soviet institutes, the United States decided to expand its activities and provide a substantial increase in funds.”
2002 –
NBACC Established
Following the attacks on 9/11, emerging from the rapidly deployed U.S. surveillance state, the National Biodefense Analysis and Countermeasures Center (NBACC) was born. The NBACC is a facility designed and assembled to defend our nation against biological threats. The NBACC is the first national laboratory created by the Department of Homeland Security (DHS) and is home to some of the deadliest pathogens known on Earth.
The National Biodefense Analysis and Countermeasures Center (NBACC) holds a BSL-4 accreditation, which allows for the research and development of pathogens with no vaccine, and no known treatment, such as the novel SARS-CoV-2.
“Compared to Ebola, a known risk, SARS-CoV-2 is a novel agent and we did not know what to expect, and the pressure was incredible to get high-quality data quickly,” said Dr. Victoria Wahl, Deputy Director of NBACC’s National Biological Threat Characterization Center26.

“Its BSL-4 accreditation allows NBACC to perform R&D on pathogens for which no vaccine or treatment exists and makes it one of seven such facilities in the United States.”
“The NBFAC component of NBACC provides the FBI with bioforensic testing and analysis on suspected biothreat samples, including analyses of ricin envelopes mailed to public officials. NBACC has supported more than 100 federal law enforcement cases.”
2005 –
U.S.-Ukrainian Bioweapon Alliance
Bioweapon facilities in Ukraine should come as no surprise to the United States federal government. In 2005, the United States government developed an agreement stating their commitment to resist biological weapon development, while conducting biological research to find solutions to biological agents, emerging viruses or other pathogens of concern. with the Ukrainian government27. This agreement prohibited Ukrainian officials from acknowledging its existence, forbidding public discussion on either side. Written into the agreement, the U.S. Department of Defense reserves the right for auditing and inspection of all material, personnel training, and services provided.
The agreement states that the use of all equipment, personnel training, and provided services are to be used to prevent the illegal duplication and replication of technology, pathogens, and even expertise located in the Ukrainian bioweapon facilities. Under these terms, the Ministry of Health of Ukraine must disclose the locations of all facilities. This means the United States government has been aware of the biological weapon facilities in Ukraine.
Ukraine is subject to comply Dangerous pathogens placed in central laboratories must remain inside those designated laboratories. If any dangerous pathogens are temporarily removed, the Ministry of Health of Ukraine must notify the U.S. Department of Defense in writing. This provokes global concern to the reasoning behind “dangerous pathogens,” and why they would be temporarily removed from the designated secure facility. Should U.S. funded bioweapons be authorized for international travel, under the premise of “research?” What allegiance do both the U.S. federal government, and the Ministry of Ukraine hold to a 2005 signed agreement, and has this agreement deterred the illegal manufacturing of bioweapons—or the distribution of that technology?
2007 –
On February 15th, 2007, issued “The National Biodefense Analysis and Countermeasures Center: Issues for Congress.” Its contents revealed the construction of a new Biosafety Level 4 Construction facility, capable of performing experiments using the most dangerous pathogens that are known, such as “viral hemorrhagic fevers such as Ebola virus.”
“The mission of the National Biodefense Analysis and Countermeasures Center (NBACC) is to understand current and future biological threats; assess vulnerabilities and determine potential consequences; and provide a national capability for conducting forensic analysis of evidence from bio-crimes and bio-terrorism. Metabiota Inc. was originally founded in 2008 by Dr. Nathan D. Wolfe in San Francisco, California, first as a non-profit organization. Later, Metabiota would transform itself into a for-profit company, with a massive international footprint, conducting biological research around the world. Metabiota’s mission is to provide risk analytics by identifying and tracking pathogens. The company is led by doctors, epidemiologists, social scientists, virologists, and modelers, with its primary focus directed emerging novel contagions.
2009 –
Pathogen Asset Control System (PACS)
In 2009, the Pathogen Asset Control System (PACS) was initiated. PACS is an electronic system established to catalog and harbor deadly biological agents. PACS is supported by multilayer technical support team, featuring support “specialists,” located in both Kyiv and Moscow.

2011 –
Electronic Integrated Disease Surveillance System (EIDSS)
In 2011, under the Electronic Integrated Disease Surveillance System (EIDSS), the U.S. Government spent $16,327,567.20 American tax dollars to fund Bioweapon laboratories in Ukraine. Under the premise that the research would symbiotically benefit America, this was just one of the many instances of the U.S. federal government funding controversial research in other countries, in order to conduct research beyond what would be possible under U.S. law. Although these facilities were developed and secured to “prevent bioweapon attacks,” the biological laboratories conduct much of the same research as Biopreparat, which developed new strains of existing pathogens in order to better understand the substances for the potential of use in a lab leak or biowarfare.
In 2011 EIDSS was introduced in Ukraine with surveillance installations at the following sites28 –

The main objective of the program is to implement EIDSS at the sites of the State Sanitary-Epidemiological Service of Ukraine for monitoring and outbreak prevention of diseases including those caused by “especially dangerous pathogens.”
While the facilitation and construction of biological laboratories implicates the United States government in the existence of such potential biological pathogens and contagions, what, beyond a word, distinguishing qualities differentiate between a “Biological Weapon Research and Development” and “Biological Pathogenic Research and Development?” The truth is the process for both is nearly identical, and fundamentally sources from the same experiments which have been funded with U.S. tax dollars. The funding of these experiments are heavily focused on remaining biological facilities, research, and technology still in existence from the former Soviet Union, including Ukraine.
Confirmed by this report, a total of $16,327,567.20 U.S. dollars were granted from America to Ukraine for the construction of nine different biological research facilities throughout Ukraine.

U.S. Funds Metabiota – 2014
Metabiota, founded by globalist protege Dr. Nathan Wolfe29, self-proclaimed “virus hunter.” Dr. Wolfe has affiliations with the National Institutes of Health (NIH), Klaus Schwab’s World Economic Forum (WEF) refers to him as a “Young Global Leader”, and to National Geographic, an “Emerging Explorer.” As noted on his page at Austin College, Dr. Wolfe serves on the editorial board of EcoHealth Alliance, Scientific American, and is a member of DARPA’s Defense Science Research Council30.
“He [Dr. Nathan Wolfe] has been honored with a Fulbright fellowship, the NIH Director’s Pioneer Award, a World Economic Forum Young Global Leader and National Geographic Emerging Explorer.”
On February 10th, 2014 Dr. Wolfe’s Metabiota, Inc. was awarded $18.4 Million by the U.S. Defense Threat Reduction Agency31 (DoD) which would be paid over time. In 2017, TIME Magazine would name Metabiota in their article “The World Is Not Ready for the Next Pandemic32”

Contracts from 2014 show that the Defense Threat Reduction Agency (DTRA) funded Metabiota Inc. $8,145,596.61 for research and development in the physical engineering and life sciences (except biotechnology).

In addition, Dr. Nathan Wolfe was awarded more than $40 million dollars in funding from a “diverse array” of government entities. Google.org also participated in the funding of Dr. Wolfe’s biological research and development.

Where is Metabiota’s Research Conducted?
Metabiota’s official website states that the company works with “partners around the world to push scientific boundaries and develop new knowledge.” The research and development company stated “We have deep and sustained partnerships with governments, health agencies, academic institutions and private enterprise.” Unsurprisingly, one of these locations is based in Kiev [Kyiv, Ukraine] and acts as a key point of development for the nation’s biological research.

Part III: COVID-19 Origins
What Exactly Was Being Funded at Metabiota in Kiev?
One project inside the U.S. funded biolab in Kiev, Ukrainian researchers studied African Swine Fever (ASF), a highly contagious hemorrhagic viral disease which effects pigs. Known as “Agricultural Weapons,” African Swine Fever (ASF) is described for its use in biological warfare, with the ability to annihilate a target’s agriculture, economy, their food supply, and ultimately quality of life33, resulting “significant economic loss.” The expansion of African Swine Fever was of specific importance to the Ukrainian Government, requiring the U.S. Defense Threat Reduction Agency (DTRA) to fund its research through the Biological Threat Reduction Program (BTRP) in Ukraine (UP-9.)

Coronavirus Origins
Our species’ biggest question during our time on this Earth very well may be the origin of COVID-19. Two years later, one can only piece together the mystery using the support of physical evidence, and first-hand accounts. Regardless of if the release of SARS-CoV-2 was deliberate or accidental, it is likely Metabiota’s research and development itself was instrumental in providing the necessary components which facilitated the eventual outbreak of the COVID-19 pandemic. Metabiota’s founder Nathan “Virus Hunter” Wolfe funded “emerging zoonotic bat-borne viruses,” such as “SARS coronavirus, Nipah and Hendra virus, and Marburg and Ebola virus,” discovering a novel SARS-like coronavirus, while working on the Global Virome Project, a project to prepare for a global pandemic, with Peter Dazsak, and the Wuhan Institute of Virology, just a year before the outbreak.
Between November 2011 and March 2012, 281 individual bats from twenty different species were sampled and collected at various sites in in the Yunnan Province of China34. This resulted in 562 oral and rectal swabs resulting in the discovery of never-before discovered novel pathogens. This was the first time that any research and sampling of this nature had ever been executed before, and the results obtained from this experiment would produce an alarming discovery. Through the sampling, collection, and research of pathogens received from Chinese bats, Nathan D. Wolfe, EcoHealth Alliance, and the Wuhan Institute of Virology discovered a novel coronavirus. The report describes the discovery of a “SARS-like coronavirus,” stating that these bat-viruses were “capable of infecting people through various routes of transmission,” [jumping from bats-to-humans,] shedding horrifying insight to the possible origin of SARS-CoV-2, responsible for the COVID-19 pandemic. Could Metabiota, along with EcoHealth Alliance, have funded the exact research whose samples are responsible for the novel coronavirus outbreak at the Wuhan Institute of Virology?

From the bat samples collected by Metabiota’s project scientists were able to grow SARS-CoV-like animal coronavirus, which could be modified and manipulated35. Metabiota’s collection of novel samples of bats were transported to multiple facilities throughout China. On June 12, 2017 Metabiota’s Dr. Nathan D. Wolfe and EcoHealth Alliance’s Peter Daszak joined forces again to conduct further coronavirus research which investigated novel coronaviruses originating in bats36. Two years later, the SARS-CoV-2 pandemic would be in full effect, resulting in countless infections, and deaths. While this makes it surprisingly simple to point in the direction of a natural outbreak, these viruses were artificially obtained, secured, and manipulated causing the release of the definitively synthetic SARS-CoV-2 from the Wuhan Institute of Virology.

2018 –
In 2018, just two years before the pandemic would infect the global population, Peter Daszak and Nathan D. Wolfe of Metabiota were at it again. This time, they would conduct a collaboration named “The Global Virome Project,” targeting viral threats and developing vaccines against future global pandemics37. It would be one year later the global SARS-CoV-2 pandemic would begin its emergence. By 2020, there was a full-scale outbreak. Could both Peter Daszak and Nathan D. Wolfe sharing their coronavirus research with a network of scientists have resulted in the COVID-19 pandemic? Was Peter Dazsak’s email to colleagues thanking them for “publicly standing up and stating that the scientific evidence supports a natural origin for COVID-19 from a bat-to-human spillover, not from a lab release at the Wuhan Institute of Virology” his attempt to get ahead of the biological disaster they knowingly facilitated?

Their report describes a dire need surveil communities who are significantly exposed to these bats which possess the novel human transmissible SARS-like coronavirus, and “assess the spillover that has occurred into the human population.”

“We describe a Global Virome Project (GVP) aimed to launch in 2018 that will help identify the bulk of this viral threat and provide timely data for public health interventions against future pandemics.”
How Much Did the Global Virome Project Cost?
The cost of the Global Virome Project was approximately $6.3492 Billion USD. The project sampled over 80,000 wildlife and domestic animals, conducting over 400,000 viral discovery tests. The report indicates another $1.1052 Billion to sample water bird species for influenza, and to conduct limited domestic animal sampling, bringing the total package cost to $7.454 Billion dollars, or about $745 million per year. This would allow the Global Virome Project to discover “virtually 100%” of the viral zoonotic threats to our species.

Part V: The Biden Family
The Biden Family’s Financial Connections to Ukraine Exposed
Hunter Biden left his laptop in a mac repair shop, never returning to retrieve the laptop. After ninety days of trying to get ahold of Hunter, the laptop became possession of the computer repair shop. The store owner, John Paul “Mac” Isaac, eventually made the connection of the material he was sitting on, and in an effort to protect himself, alerted the FBI. In response, agents were sent to retrieve the laptop and the external backup. The agents took the laptop, and the external hard-drive, and instructed the mac repair shop owner not to speak about the contents, nor the encounter. Before their arrival, the owner of the mac store made a copy of the contents, and sent it to Rudy Guiliani, who shared it with Steven K. Bannon. Emmo Jo Morris, and Miranda Devine began to report on the material, and as a result Biden’s secret family collusion was publicly revealed. This history can be read in Miranda Devine’s book Hunter Biden: Laptop From Hell38.
The Biden family name significantly contributed to Hunter and Jim’s [James Biden, Joe’s brother] global influence, expanding far beyond the realm of Joe Biden himself. Hunter Biden was put into a position of power through his connection father, Joe Biden. Jim Biden was placed into a position of power to watch over, as a backup in the event that Hunter was unable to proceed due to his known drug abuse. Through his family name alone, Hunter would find himself serving on the board of Ukrainian gas company Burisma Holdings, an organization known to be engaged in questionable activities. where Hunter would be paid $50,000 per month. In addition to his duties within Burisma, Hunter began to expand his influence conducting business with nefarious foreign officials. His unhappiness and desire to please his father led to his further consumption of drugs and bad decisions. Hunter unknowingly accepted bribes from Chinese Communist Party officials, such as a 3.16-carat diamond estimated to be worth $80,000, riding on still on his family name and forming alliances while financially profiting39. Ultimately these profits would be funneled into his law firm Owasco PC’s bank account, saving 10% of his international business earnings for the “big guy,” likely Joe Biden, while Joe was serving in office as Vice President. Hunter Biden continuously made careless drug-fueled decisions, including mistakenly using credit cards linked to his father, Joe, in order to pay back thousands of dollars in bills accumulated from prostitutes. Perhaps the worst and most harmful decision to national security that Hunter would make would be to the funding of biological research through Metabiota. The evidence from scientific reports resulting from this research indicates a parallel connection to the initial outbreak of COVID-19 and the locations of the regions which the samples were obtained, harbored, and manipulated.
Hunter Biden was a partner in Rosemont Seneca, which was formed in 2009, along with Chris Heinz and his college roommate Devon Archer. Chris Heinz is the stepson to Climate Change Czar Senator John Kerry. Devon Archer was John Kerry’s Senior Advisor. On May 28th, 2013 Rosemont Seneca would band together with Thornton Group LLC to form RST [Rosemont Seneca Thornton]. Rosemont Seneca Thornton (RST) would be canceled on June 1st 2017 for tax evasion.
According to Miranda Devine’s book, James Gilliar, a former British officer had connection to Ye Jian Ming through his previous position in the Czech Republic40. In search of Chinese Communist Party expansion to the west, and under orders of Xi Jinping, Ye Jian Ming summoned James Gilliar to acquire business connections to further establish economic reign in America. In an effort to please the Chinese Communist Party, James Gilliar decided Hunter Biden would make an easy target. On September 18th, 2014 Rosemont Seneca Bohai LLC was formed in Delaware. According to documents, in December 2015, Gilliar asked associate Tony Bobulinski, Managing Member, Global Investment Ventures (GIV), for help organizing an investment firm between China and “one of the most prominent families in the United States,” to be called “SinoHawk.” The newly formed alliance consisted of Management/Board members Hunter Biden, and Tony Bobulinski, along with Advisors James Biden, Rob Walker, James Gilliar, in addition to Sanan S. Phutrakul as Operations.
Metabiota. Through Hunter Biden’s introduction from James Gilliar to Ye Jian Ming, RST would connect with Bohai Harvest to form Bohai Harvest RST. The finances obtained through Bohai Harvest RST, were split three ways between Devon Archer, Hunter Biden, and James Bulger. Hunter and Devon’s Rosemont Seneca, would be later used to provide a wide range of investments. One of these investments was to Metabiota for biological research involving novel coronaviruses and retroviruses through organizations like Metabiota, and Black & Veatch, furthering the Chinese Communist Party’s arsenal of biological abilities. The accumulation of these novel coronaviruses through Metabiota were distributed throughout China allowing scientists to engage in coronavirus research inside the Wuhan Institute of Virology. The research conducted used bat samples containing a particular novel SARS-like coronavirus, described as “capable of infecting humans.” It’s possible that Hunter Biden’s attempt to change his own image, in both the eyes of his father and his peers, resulted in the many concerning international partnerships, inadvertently draining U.S. tax dollars, in an effort to expand the Chinese Communist Party’s economic influence to the western businesses. This included both the invasion of Hunter’s personal lifestyle, as well as his consistent U.S. Secret Service (USSS) protection during potentially alarming international ‘deals.’ See Part V.
Ultimately CEFC would fail, becoming bankrupt, with many involved either in prison or disappeared. “Patrick” Ho Chi-ping was arrested and tried in New York Southern District Court jury on seven of eight counts of bribery and money laundering over oil rights for CEFC in Chad and Uganda41,42. James Biden would be Patrick’s first call after his arrest, in an attempt to get ahold of Hunter. In the Hunter Biden agreed to represent Ho Chi-ping on trial, who was sentenced to three years in prison.
Majority Staff Report Released
In September 2020, the U.S. Senate Committee on Homeland Security and Governmental Affairs, along with the U.S. Senate Committee on Finance released a Majority Staff Report disclosing Hunter Biden’s affiliation and unwavering allegiance to Ukrainian energy oligarchs. The report titled “Hunter Biden, Burisma, and Corruption: The Impact on U.S. Government Policy and Related Concerns” highlights the corruptive impact U.S. federal influence through the Biden family.
Ukraine. According to its contents, U.S. President Joe Biden’s son Hunter Biden and his deep ties with the Ukrainian government and other Ukrainian oligarchs were revealed in great detail. U.S. federal regulations prohibit federal government employees from “us[ing] public office for private gain … or for the private gain…of relatives.” This regulation also enforces that the office’s official duties will not appear to be used for private gain or preferential treatment. However, as noted in the context of the report, “this regulation does not apply to the president or vice president.” Does the subjective exemption extend to Hunter Biden?
While Joe Biden was Vice President, Joe placed his son Hunter Biden, at the head of Burisma Holdings. Burisma, is officially defined as a corrupt company, according to the U.S. Department of State. Burisma has a massive influence in the control of Ukraine’s natural gas supply, lead by Ukrainian oligarch Mykola Zlochevsky, and controlled by Igor Kolomoiskyy [Kolomoiskyy]. The U.S. department of State, cites Eugene Prosvirin’s article indicating Kolomoiskyy directs Burisma’s interests43.
Mykola Zlochevsky was under investigation from Victor Shokin for corruption when Joe Biden threatened to withhold $1 billon dollars if they did not stop the investigation. In response to Joe Biden’s stern warning, Shokin was fired, and the investigation ended. Shokin was replaced with someone “who was solid,” described Joe Biden. Hunter Biden had once again used his father’s name to shield himself.
By the start of 2016 Hunter’s lifestyle had caught up with him. His father, Joe Biden declared he would not be running for President, following the death of his son Beau Biden. Knowing that his ability to use his father as a playing card in his business ventures were losing force, Hunter realized he needed profits, and fast. Hunter Biden would begin to use his Law firm Owasco PC for Burima’s deposits. Starting January 25th, 2016, Burisma began sending regular payments for Hunter to his Washington law firm, Owasco PC. Just four months later, Hunter Biden’s business partner, and John Kerry’s Senior Advisor Devon Archer along with five others were arrested. Devon Archer and his five goons were criminally charged in a scheme to steal $60 million dollars from a Native American tribe44.
China. Billion-dollar private investment fund BHR Partners (Bohai Harvest RST (Shanghai) Equity Investment Fund Management Co., Ltd.) was formed in November 2013 through a merger between the Chinese Communist Party (CCP)-connected firm Bohai Capital (China’s oldest private equity firm45) headed by Ye Jian Ming, and Hunter Biden’s investment-consulting firm Rosemont Seneca Partners, its CEO Jonathan Li, and Thornton Group LLC, owned by William Bulger, brother to the former Mafia boss “Whitey” Bulger. Ye Jian Ming was also the founder to China’s largest non-state owned energy company, China Energy Fund Committee (CEFC) China Energy Co, Ltd., and chairman of the China Development Bank (CDB), a high ranking CCP official. Bohai Harvest RST was developed for the purpose of investment in Sinopec, and is controlled by the Bank of China46. Sinopec is a Chinese oil and gas enterprise located in Beijing. In 2014 BHR invested in Sinopec. In 2017, BHR invested $30 Million dollars into Face++ facial recognition software company, specializing in Uyghur facial detection, for increased accuracy in the persecution of Uyghur Muslims. Using Hunter’s newly launched international partnership, BHR, and his father’s name to form new foreign alliances, Hunter Biden worked with openly corrupt entities in order to gain personal revenue. A 2018 report Caixin showed that Ye was suspected of international economic crimes was under investigation. During 2018, Xi Jinping decided that he had grown tired of Ye Jian Ming, and as a result Ye Jian Ming disappeared47.
Another one of Hunter’s associates, Gongwen “Kevin” Dong, President of Hudson West V LLC, applied to a bank and opened a line of credit for the Biden family under the business name Hudson West III, where Hunter, Uncle Jim, and his wife Sara used cards to go on a $100,000 shopping spree48. Gongwen Dong was responsible for the financial transactions of Chinese Communist Party (CCP) official, Ye Jian Ming with the intent to bring economic influence through Chinese propaganda into the west.
The success of Bohai Harvest Rosemont Seneca Thornton would ultimately play a role in the funding Metabiota, and the discovery of a novel coronavirus capable of infecting humans. These alliances resulted in dinner with Xi Jinping himself, Hunter and Joe Biden and Xi Jinping spoke about business, family, and future prospects. The business Hunter conducted around the world occurred while his father, Joe Biden was in office serving as Vice President of the United States of America.
COVID-19. Hunter Biden’s corrupt investment-consulting company Rosemont Seneca was used to provide funding for Metabiota, who in turn received $30 million dollars in funding. These finances obtained would later be used for research involving coronaviruses, and succumb to further manipulation inside the Wuhan Institute of Virology.
Throughout Hunter Biden’s collusion and deception, there was never a time when he faced significant legal danger. Even when his business partners would end up in prison, Hunter would appear from the destruction, legally unscathed. U.S. Secret Service records indicated that Hunter Biden’s 70 foreign excursions included their protection as early as 2009. Beyond the U.S.S.S. what other forces legally protected Hunter Biden from behind the scenes?


- Hunter Biden was serving on Burisma’s board when Zlochevsky allegedly “paid a $7 million bribe to officials serving under Ukraine’s prosecutor general, Vitaly Yarema, to shut the case against Zlochevsky.”
- “Kent testified that this bribe occurred in December 2014 (seven months after Hunter joined Burisma’s board), and, after learning about it, he and the Resident Legal Advisor reported this allegation to the FBI.”
- “In addition to the over $4 million paid by Burisma for Hunter Biden’s and Archer’s board memberships, Hunter Biden, his family, and Archer received millions of dollars from foreign nationals with questionable backgrounds.”
- “Hunter Biden received a $3.5 million wire transfer from Elena Baturina, the wife of the former mayor of Moscow.”
- “Hunter Biden opened a bank account with Gongwen Dong [CCP -connected Nationalist] to fund a $100,000 global spending spree with James Biden and Sara Biden.”

Blinken Condemns Kolomoyskyy – March 5th, 2021
On March 5th, 2021, Anthony J. Blinken, U.S. Secretary of State announced a public designation of Ukrainian oligarch and billionaire Ihor Kolomoyskyy [Kolomoisky], citing his “involvement in significant corruption49.” Blinken went on to state that Ihor Kolomoyskyy and immediate members of his family were ineligible for entry into the United States. Ihor Kolomoyskyy is also a known financer of Burisma Holdings, reeling in his regular share of profits from the organization. Putin’s wealthiest Ukranian adversary, Kolomoiskyy, funds and controls many other entities throughout the nation including Azov Battalion, and other ultra-Nationalist Ukrainian groups. In addition, George Soros has aided Ukraine’s the regime change, funding the overthrowing of Victor Yanikovich. Today, these radical forces hold political influence throughout Ukraine.

2021 –
Defense Threat Reduction Agency (DTRA)
In July 2021, the Defense Threat Reduction Agency (DTRA) released a report which discussed Kyiv IDL and Odesa RDL facilities. The government cost estimate was redacted for this report, however it indicated that the Independent Government Cost Estimate (IGCE) used “approximately thirty-one percent [31%] of the total task order award.” In addition, the report stated that both facilities were 90% complete, however due to COVID-19 an unknown entity “⬛” was unable to complete the final equipment installations. In the end, the revised total dollar value of the ETFO was $3.6 million dollars.

China-Russia Joint Statement – October 7th 2021
On October 7th, 2021 China and Russia released a joint statement advocating the importance of” ruling out completely the possibility of biological agents being used as a weapon.” The statement read,
“Both the Russian Federation and China urge the United States and its allies to act in an open, transparent and responsible manner, by informing properly on its military biological activities carried out overseas and on their national territory, and supporting the resumption of negotitations on a legally binding protocol to the BWC.”

NYC Simulates a Biological Weapons Attack
Between October 17th and October 30th, 2021, researchers subjected New York’s population to another biological weapons experiment, this time releasing a harmless chemical concoction in the form of gas51. This “harmless gas” was released for thirteen days into densely populated areas on the subway system. The gas contained tracer particles, “harmless” DNA, and other chemicals which were deemed “safe to ingest.” Conveniently this test was unleashed during the COVID-19 pandemic, and many health effects created by this biological weapons experiment were likely misdiagnosed as coronavirus symptoms. In addition, residual health effects can also be masked as new symptoms from the pandemic.

Sulfur hexafluoride is a safe gas commonly used in leak testing and already present in urban backgrounds due to its use in the electric power industry. Perfluorocarbon tracer gases are safe, inert, odorless, colorless gases that have been used in many similar airflow studies in the past.”
Here is a complete breakdown of the known ingredients used in the simulated biological weapons attack:
- Salt, this is the same as common table salt.
- Glycerol, an ingredient that is added to many foods including processed fruits and frostings and is used in consumer products, like soap.
- Maltodextrin, a common additive used in food and drink products such as beer, protein shakes, and sweeteners such as Splenda.
- A fluorescent brightener that is non-hazardous and found in toothpastes and laundry detergents to make whites appear brighter.
- Non-coding DNA oligos that do not have any function or biological activity. DNA is ubiquitous in byproducts like skin and hair from all organisms, and is also present in food items like fruits, vegetables, and meats.
- Amorphous silica, a common food additive in spices and creamers to ensure free flow of powdered products and absorption of moisture.
- Fluorescent dye and/or proteins, which are non-toxic and allow for particle detection.
- Alginate-based hydrogel. Alginate is commonly used as a thickening agent in the food industry.
- A fluorescent powder commonly used in leak testing.
What individual would agree to participate in the inhalation of these substances, and how have their combination been deemed “harmless,” showing no long-term effects? This experiment occurred under the governance of the bureaucratic New York State governor Kathy Hochul, and is just one of the many deceptive tactics which sought to revolutionize the state of New York under her watch.
2022 –
Bio-Labs Locations in Ukraine
As of 2022, known Pentagon biolaboratories exist in twenty-five countries, with eleven Pentagon biolabs existing in the Ukraine. Data from the Department of Defense shows that Pentagon Biolaboratories exist in 25 countries, while 11 Pentagon Biolaboratories reside in Ukraine and around Russia. Below are some of the known locations of biolabs around the world, and Ukraine. While there may be far more throughout the world, this visual depiction shows the range in which biological research is shared throughout the global medical community. Unable to surveil every employee in every facility in all countries, many obsolete technologies, and even pathogens themselves find their way into the black market, where nefarious groups regularly obtain these hazards.


China Speaks on Ukraine’s US Funded Bio-Labs – March 8th
On March 8th, 2022 deputy director of the Chinese Ministry of Foreign Affairs Information Department Zhao Lijian spoke on biological laboratories in Ukraine52. Zhao Lijian warned that the United States has 336 biological labs in thirty different countries. In addition, Zhao claimed the U.S. conducted many biological military activities which occurred on Fort Detrick base in Maryland.

The U.S. Department of Defense’s Biological Threat Reduction Program (BTRP) shares information through various countries working together to counter the threat of outbreaks (deliberate, accidental, or natural) of the world’s most dangerous infectious diseases.

U.S. Department of State – March 9th
The United States government denies any possibility of Ukrainian Bio-Labs existing, stating that Kremlin was intentionally inventing false pretexts. The government stated their biological facilities in Ukraine are to prevent biological warfare, not to start it.
In a Press Statement on March 9th, 2022, Ned Price, the Spokesperson for the United States Department of State warned that both Kremlin and the People’s Republic of China were echoing false narratives, calling them “conspiracy theories,” “disinformation,” and “outright lies”. Price stated the claims have been debunked over the years, omitting any mention of any official document existing to challenge that allegation.
Ned Price vowed that America does not own or operate any chemical or biological laboratories in Ukraine, yet proof of U.S. financed biological research and development exists. Although this does not indicate that the United States is planning to use biological research for nefarious purposes, it does bring concern to third party entities forcibly gaining access to such technologies. Additionally global fear over another lab leak, following the release of SARS-CoV-2 from a biological research laboratory in Wuhan, China. Beyond COVID-19, have been many other instances of biological lab leaks occurring throughout the world.

Russia’s Response

The Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation
“There is a need to raise awareness of the risks associated with dual-use research and, simultaneously, promote the full use of the latest advances in biotechnology for peaceful purposes.”
Ukrainian Official Documents unveiled by the Russian government revealed illegal biological warfare research and development. According to The Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation a network of thirty Ukrainian biological laboratories had been formed in violation of Biological Weapons Convention. These thirty illegal biological weapons labs were funded by the Defense Threat Reduction Agency (DTRA) through the U.S. Department of Defense. Four of the Bio-Labs operated in the outskirts of Kiev and inside the Ukrainian capital, three in Lvov, and “others in large cities like Kharkov, Odessa, Vinnitsa, Ternopol, Nikolaev, Poltava, Uzhgorod, etc.”
The Russian Ministry of Foreign Affairs believes that the aim of the U.S. and Ukraine was to produce highly pathogenic weaponized infections, in violation of the Biological Weapons Convention (BWC).

The head of the radiation, chemical and biological protection troops of the Armed Forces of the Russian Federation, Igor Kirillov, stated during a review of the U.S.-Ukrainian biological documents, the United States worked together with the Walter Reed Research Institute of the US Army to analyze thousands of samples of extremely pathogenic strains of infectious agents. What is alarming is out of thousands of serum samples that were researched, the majority were of a specific [Slavic] ethnicity. These included modified “plague, anthrax, cholera, tularemia, brucellosis, Crimea-Congo viruses, hantaviruses, tick-borne encephalitis virus and leptospirosis.”
Since the days of the Soviet Union, pathogenic fleas and ticks were commonly studied for biological warfare, however as Biopreparat later determined, aerosol sprayed from an aircraft, was more efficient. The end result, scientists liquified infected rodents at the height of their toxicity and poured the contents into explosive devices.
Kirillov also indicated that an analysis of extermination acts showed pathogens of plague, anthrax, and brucellosis, found inside the Lviv biological laboratory. Kirillov reported that 320 containers had already been destroyed in Lviv, and were found to contain leptospirosis, tularemia, brucellosis, and plague.
Since 2021, claimed Kirillov, the Pentagon has been involved in the “[d]iagnosis, surveillance and prevention of zoonotic diseases in the Armed Forces of Ukraine” with a “funding volume of $ 11.8 million.”
As Kirillov noted, the analyzed documents confirm that the Ministry of Health of Ukraine set the task from February 24 to completely destroy the bioagents in the laboratories. Describing the procedure for the liquidation of the collections as “irreversible destruction,” Kirillov advised that he believed everything had already been removed from these dual-purpose facilities in Ukraine53.

Maria Zakharova, Russian Foreign Ministry
On March 8th, 2022, Russian Foreign Ministry spokeswoman Maria Zakharova confirming that Russian forces had in fact discovered biological weapons, and planned to destroy them.54 The diseases discovered in the facilities on February 24th, included dangerous pathogens of plague, anthrax, tularemia, cholera, and other deadly disease.

Part IV: US Congressional Response
Marco Rubio Questions Victoria Nuland
On March 8th, 2022 during hearings of the U.S. Congress, Undersecretary of State for Political Affairs Victoria Nuland confirmed that there were- biolabs in Ukraine where military-level dual-purpose biological research was conducted. Senator Marco Rubio asked whether or not Ukraine had biological and chemical weapons, to which Nuland responded that Ukraine had biological research facilities which must be ensured to “not fall in the hands of Russian forces55”.

The Permanent Mission of the Russian Federation to the UN
On March 11th, 2022, The Permanent Mission of the Russian Federation to the United Nations released an alarming report. According to an analysis of their obtained materials, confirms the transfer for over 140 containers with ectoparasites of bats from a biolab in Kharkov abroad, warning that the risk was high that they “may be stolen” either for “terrorist purposes or to be sold at the black market.”
The Permanent Mission also cited the claim that the majority of “several thousands” of blood serum samples obtained from COVID-19 patients were of specifically “Slavic ethnicity.” The Permanent Mission of the Russian Federation confirmed their belief that these biological weapons were developed target a specific ethnicity.

The Mission stated the research conducted existed under Ukraine’s UP-4 Project, was implemented in Kiev, Kharkov, and Odessa. There the researchers focus on spreading infections through both migratory birds and bats. These highly pathogenic viruses and bacteria were reported to be able to transmit from bats into humans. These deadly agents which could be spread between species include HSN1, Newcastle disease, plague, leptospirosis, brucellosis, coronaviruses, and filoviruses.

DTRA’s Deflection
On March 11th, 2022, the DTRA released a Fact Sheet dismissing Russia’s allegations56. The DTRA confirmed that Russia was propogating disinformation, and reminded the world that Putin had illegally taken possession of the Ukrainian-owned biological laboratories. The Ukrainian Ministry of Health demanded the destruction of pathogens and samples, upon the invasion of Russian forces, backed by the World Health Organization (WHO).

World Health Organization (WHO)
Following the lead of Ukraine’s government, Reuter’s confirmed the World Health Organization (WHO) advised Ukrainian officials to destroy pathogens in health labs to prevent disease spread57. What would cause the World Health Organization to suggest destroying decades of one-of-a-kind research? To many scientists working inside the biological laboratory, this research was their life. Typically, destroying evidence occurs when the other party has something they don’t want anyone to know about. The United States, Ukraine and the global medical dictatorship have known of the biological weapons and other questionable research for decades, including coronavirus.

On March 17, 2022 Marjorie Taylor Greene introduced a bill which would prevent the U.S. government from funding biological weapons with American tax dollars58. Her bill, cited as “Stopping the Spread of Taxpayer-Funded Bioweapons Act of 2022,” describes the United States and Ukraine’s “[c]ooperative biological engagement.”

Russian Officials Reveal Biden’s Family Corruption
On March 24th, 2022 Russia’s State Duma speaker, Vyacheslav Volodin stated that documents and emails acquired had revealed Hunter Biden’s involvement with Ukraine’s biological weapons facilities. In addition, Volodin criticized George Soros and his financial influence over Ukrainians. The State Duma speaker warned that George Soros is a well-known organizer, who openly demands a regime change in Russia.


Part V: The Web of Global Collusion
The global web of collusion details the connections between the American government, Ukrainian oligarchs, the Chinese Communist Party (CCP), and the bureaucratic iatrarchy, along with the influential funding of NGO’s. The end result is that every single entity involved in this global network has financially profited at the U.S. taxpayer’s expense. Federal oligarchs exercise extreme caution and care to divert focus from the corrupt global network of nepotism and cronyism which exist behind the scenes. This is what many now come to refer to as the infamous New World Order.
An alarming attribute to this equation is that the President of the United States of America, and his family members are submerged in the criminality of this global union. As long as the individuals at the bottom continue to turn a blind eye to the obvious corruption and are forced to fund the entire operation, this devious machine will continue to be maintained. The very inner workings of this mechanism rely on the continued compliance of individuals through the orders of the state, through the form of income tax, devaluing the U.S. dollar, and artificial inflation.

Conclusion
It is hard to dispute the existence of biological weapons labs in Ukraine. Beyond an overwhelming amount of evidence to support their existence, many from the Soviet Union’s Biopreparat still continue to function to this day. The exchange and reformatting of the terminology used to describe such endeavors conducted at these facilities does not constitute justification to dismiss such research that is discretely conducted through the executive branch of the U.S. government. However, beneath the financial implication funded by American tax dollars exists an even far greater threat.
Bioweapons are not only a danger to U.S. national security, but additionally a threat to our species’ way of life. For this reason, the creation of such weapons have been rightfully banned. However its research lives on, being conducted by multiple nations at the expense and risk of residents, agriculture, and the economy. It is important to note that this is not only happening in Ukraine. The research described in this report merely depicts the existence of biological weapons labs throughout Ukraine funded by the United States federal government which conduct regular questionable research involving multiple parties. The research surrounding these facilities is considered “dual-purpose” by countries familiar with biological weapons, such as Russia and China. In contrast, these countries in specific have also been known to fabricate deceptive propaganda in order to spread their influence through strategically executive subconscious imperialism. This attempts to weaken western values, ushering in globalism, reliance on Chinese manufacturing, and transforming our nation’s dependence on the importing of international technologies, specifically from China and Russia. This does not refute the potential truth behind the existence and use of biological research facilities in Ukraine, and China and Russia’s awareness of these facilities and their offensive capabilities.
For decades the U.S. government has, and continues to, funnel money into Ukraine’s biological facilities, in an effort to conduct biological experiments allowing the investigation and inevitable artificial mutation of pathogens which were impossible and illegal in America. The discoveries of these experiments resulted in the development of highly contagious pathogens which could in turn be weaponized for research purposes, in order to gain an antiserum. Through this process, weapons are inherently created, which exist in the form of highly stable and contagious artificially mutated pathogens and viruses, complete with written instructions on how to create further iterations and synthetic mutations of such biological material. The instructions for genetic alterations can be easily accessed, or purchased by international entities, and later weaponized.
The result is a cumulative recipe of destruction and a consistent detriment to society and humanity’s way of life. Eventually, accidents and artificial errors have the ability to occur without warning inside even the most ‘secure facilities.’ Historically witnessed in top-level facilities, each at one point in time have become subject to an outbreak of deadly pathogens and contagions, reshaping the way of life for those effected. Today’s most advanced biological facilities hold their fair share of mistakes, leading to the development on new safety procedures. The more secure the facility, the wider range of dangerous pathogens can be experimented on.
In the case of the COVID-19 pandemic, every single individual on the planet felt some residual effect if not a direct impact. While it is not known nor proven the origin of SARS-CoV-19, this report indicates just a portion of the overwhelming research that backs up a biological weapons facility as the source of the outbreak. Given the mountain of evidence, it’s highly unlikely that the COVID-19 pandemic occurred naturally, without human intervention. Instead, the artificial discovery, sampling, distribution, and manipulation of a SARS-like novel coronavirus provides evidence to a much more likely source. Although there have been coronavirus outbreaks in the past, the COVID-19 pandemic was not contained to just one region but instead spread rapidly throughout the world, in a strain previously unknown to humanity. At first glance scientists reported that the structure appeared altered59. The physical observation of the onset of COVID-19, combined with the existing scientific reports suggest that SARS-CoV-2 evolved from the collection of novel coronaviruses from bats, which were mutated artificially through biological facilities. These facilities not only include Ukraine, but also the Wuhan Institute of Technology, and many other power players who have a hand in global compliance to cease engagement in viral weaponization, while ensuring the prevention of a global outbreak.
While the verdict continues to be unanimous that all participating nations decline the development or production of biological weapons, and oppose facilitating their construction. Yet in Ukraine, along with many other post-Soviet countries, there still exists biological weapons facilities which have been converted and “secured,” through funding by the United States government. In other cases the Department of Defense (DoD) built entire facilities from scratch in order to house extremely dangerous pathogens. The details behind Biopreparat shed just an insight of the horrors behind “dual-research” bioweapon research, disguised as preventative measures to develop helpful vaccines and antiserum. These facilities can be quickly converted prior to an inspection, basing the existence of bioweapons to mere trust, a trait traditionally destroyed through centuries of lies announced by the U.S. federal government.
The connections between the Biden family, Metabiota, EcoHealth Alliance, and the distribution of pathogenic novel bat coronaviruses discovered during their bat sampling to labs throughout China to be further studied and manipulated are enough to advocate the source of the outbreak of COVID-19. If this is in fact true, all individuals involved are accountable for causing a global catastrophe, and attempting to cover it up, shifting the focus to alternative sources, lengthening the pandemic. This speculation is based on the volumes of evidence which connects their research to the events surrounding the outbreak of COVID-19 in Wuhan, China. Both EcoHealth Alliance’s Peter Daszak and Metabiota’s Dr. Nathan Wolfe have notoriously experimented with novel coronaviruses derived from bats captured around South China, eagerly passing out samples and data to their colleagues as if the pathogens were their personal business cards.
Almost with immediate certainty, the possibility of any biological dual-purpose research facility was dismissed from the Biden Administration. While it is likely the U.S. federal government may want to keep global awareness of their research hidden due to origin of the COVID-19 pandemic, the existence of such research may have played a role in the conflict between Russia and Ukraine. It is, according to the Russian Foreign Ministry, one of the reasons in which Putin decided to invade Ukraine. (This is again based upon official press statements and could be a deceptive tactic during a time of war.) Ukraine, on the other hand has unconfirmed reports of Russia using biological weapons on the Ukrainian soldiers60. (Again, this is unconfirmed and could also be a strategic tactic.) Russia has just as much — if not greater — knowledge of the biological weapons facilities, and where hidden Soviet laboratories may reside throughout the countries which formerly comprised the USSR. The modern use of biological weapons is considered a war-crime.
The revealed collusion and heavy connections between U.S. funded biological researchers, our funding of laboratories in Ukraine, and the discovery of a novel SARS-like coronavirus which was also shared with the Wuhan Institute of Virology is enough to inflict substantial interest in this business. These reports indicate that both Nathan D. Wolfe and Peter Daszak knew about the release of a SARS-like coronavirus which had already become a global known threat, in which the scientific community attempted to suppress and further their profit under the description of a “Global Virome Project.”
What decisions have been made to disguise this mass network of connections, and what methods of diversion have been used in order to control the global public narrative? One thing is for certain, this is only a small portion of the corrupt network which occurs behind the scenes, and further deep dives can be done in regard to each member involved in these questionable and deeply concerning activities. Information is a powerful tool which can function as a method of defense in the hands of the voter. The freedom to discuss, investigate, and voice an independent perspective — even dissent — has, and always will, overshadow the criminality of those who run America.
